Appropriates $1,000,000 from the bond proceeds fund to the University of Minnesota Board of Regents for predesign and design of a new Academic Health Center facility at the Duluth campus.

Academic Health Center will focus on rural medicine, senior health care, gender freedom, and bodily autonomy.

Center will prioritize recruitment of medical and pharmacy students who identify as Native American, Black, Indigenous, people of color, or LGBTQIA2S+.

University of Minnesota must establish a four-year medical school on the Academic Health Center facility site.

Commissioner of management and budget authorized to sell and issue state bonds up to $1,000,000 to fund the appropriation, effective the day following final enactment.
