Allows motorcycles to split lanes (pass within the same traffic lane or between parallel lanes) if the motorcycle operation does not exceed 40 miles per hour and is operated at no more than 15 miles per hour over the speed of traffic.

Permits motorcycles to operate abreast of other vehicles or between two parallel lanes of moving or stationary traffic headed in the same direction under the specified speed conditions.

Makes it a petty misdemeanor for motor vehicle operators to intentionally impede or attempt to prevent motorcycles from operating as permitted under the lane-splitting provisions.

Requires the commissioner of public safety to implement a statewide public education campaign alerting drivers and the public on how motorcycles may safely pass vehicles within the same lane or between parallel lanes.

Appropriates an unspecified amount from the general fund in fiscal year 2025 to the commissioner of public safety for the public education campaign, effective July 1, 2024; lane-splitting rules become effective July 1, 2025.
