Amends school board vacancy filling procedures to require special elections be held by the first Tuesday after the first Monday in November following a vacancy, or the following year if the vacancy occurs less than 90 days before that date.

Eliminates the requirement for a special election if a vacancy occurs less than 90 days before the first Tuesday after the first Monday in November in the third year of the term.

Preserves the petition rejection process for board-appointed candidates, requiring signatures from at least 5 percent of voters from the most recent state general election filed within 30 days of the appointment.

Repeals Minnesota Statutes section 205A.11, subdivisions 2, 2a, and 3, which previously allowed school boards to designate combined polling places for school district elections and required notice procedures for special elections held at combined polling places.

Effective the day following final enactment for all vacancies occurring on or after that date.
