Appropriates $5,000,000 from bond proceeds to the commissioner of employment and economic development for a grant to the city of Roseville to acquire property and construct a school supply distribution and educator resource center.

Authorizes the center to support underserved students and teachers throughout Minnesota and permits the city of Roseville to enter into lease or management agreements for center operations.

Requires $5,000,000 in matching funds to be committed before appropriation funds become available, as determined by the commissioner of management and budget.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,000,000 to provide funding for the project.

Takes effect the day following final enactment.
