Amends Minnesota Statutes section 18G.13, subdivision 7, to add new requirements for local plant pest control resolutions and ordinances adopted by cities, counties, and towns.

Officers and employees entering private places to inspect for plant pests must obtain prior approval and attempt to speak in person with the owner, tenant, or manager while displaying proper credentials.

Local governments authorizing pest control work at owner expense must prepare and share an annual plant pest or disease control plan addressing anticipated inequitable racial impacts.

Notifications, deadlines, financing options, and assistance information must be provided in languages spoken by substantial numbers of affected residents, and owners must receive at least 180 days to comply before work is performed at their expense.

Park and recreation boards of first-class cities must amend existing ordinances by September 1, 2024, to comply with the new requirements.
