Requires the commissioner to provide all eligible medical assistance enrollees the opportunity to opt out of managed care enrollment in experimental counties, effective January 1, 2024.

Establishes an enrollee support system that must provide counseling on choosing a managed care plan or opting out, assist with enrollment understanding, handle complaints, and help navigate grievance and appeals processes.

Expands opt-out provisions to county-based health care purchasing programs that would otherwise require participation in the prepaid medical assistance program.

Modifies Medicare special needs plans program to allow persons with disabilities to opt out of managed care enrollment while maintaining access to basic health care services.

Permits enrollment brokers to assist enrollees with selection of managed care organizations and provide choice counseling in accordance with federal regulations.
