Requires the Board of Trustees of the Minnesota State Colleges and Universities to maintain a supply of opiate antagonists at each campus site, administered in compliance with section 151.37, subdivision 12.

Requests the Board of Regents of the University of Minnesota to maintain opiate antagonist supplies on its campuses.

Mandates at least two doses of nasal naloxone be available on site at each campus building.

Directs the commissioner of health to identify resources, including at least one training video, to help postsecondary institutions implement an opiate antagonist emergency response.

Allows boards to adopt a model plan for use, storage, and administration of opiate antagonists on system campuses, effective beginning in the 2024-2025 academic year.
