Appropriates $15,000,000 from the bond proceeds fund to the Board of Regents of the University of Minnesota for designing and constructing suicide deterrent barriers and replacing the pedestrian enclosure on the Washington Avenue Pedestrian Bridge at the Twin Cities campus.

Requires the Board of Regents to consult with persons impacted by suicide at the bridge, suicide prevention organizations, and suicide prevention experts during project design.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $15,000,000 to fund the appropriation, following Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
