Establishes a new local government aid program for fire protection and emergency medical services special taxing districts under Minnesota Statutes chapter 477A.

Creates two aid calculation methods: population need aid (based on district population and population factor) and area need aid (based on district acreage and area factor).

Limits each special taxing district's annual aid award to a percentage of its certified levy (specific percentage not filled in).

Directs the commissioner of revenue to calculate and distribute aid annually by December 26, with aid amounts and computational factors notified by August 1 of the preceding year.
