$1,093,000 appropriated from bond proceeds fund to the commissioner of human services for a grant to Clay County to renovate a youth transitional housing facility in Moorhead.

Funding covers electrical, plumbing, and HVAC system upgrades; energy efficiency improvements including window replacement; ADA compliance improvements; interior wall and surface repairs; and site renovations to meet building code and licensing requirements.

Commissioner of management and budget authorized to sell and issue state bonds up to $1,093,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
