Appropriates funds from the general fund in fiscal year 2025 to the state auditor to hire an independent auditor and establish a citizen oversight committee focused on housing disparities for African Americans in Minnesota.

Requires the independent auditor to conduct an audit of the Minnesota Housing Finance Agency's compliance with equal opportunity laws, policies, and programs.

Establishes a citizen oversight committee in collaboration with the Council for Minnesotans of African Heritage to inventory state and federal equal opportunity laws relevant to the agency, oversee the audit work, and report findings.

Mandates that the oversight committee submit its report with recommendations to the governor and relevant legislative committee chairs prior to the start of the 2025 legislative session.
