Appropriates $2,400,000 from the trunk highway bond proceeds account to the commissioner of transportation for U.S. Highway 14 intersection improvements in Byron.

Funds environmental analysis, predesign, and final design work to replace at-grade intersections and traffic signals with grade-separated interchanges along marked U.S. Highway 14, specifically including intersections with Olmsted County State-Aid Highway 3 and Olmsted County State-Aid Highway 5.

Authorizes remaining funds after design completion to be applied toward right-of-way acquisition, construction, and equipment of the interchanges and associated infrastructure and road work.

Authorizes the commissioner of management and budget to sell and issue up to $2,400,000 in state bonds per Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Requires bond proceeds (excluding accrued interest and premiums) to be deposited in the bond proceeds account in the trunk highway fund.
