HF 5417 Summary

• Appropriates $5,600,000 from state transportation bond proceeds account to the Commissioner of Transportation for grants to the city of Byron and/or Olmsted County for environmental analysis, predesign, design, and construction of grade-separated interchanges replacing at-grade intersections along U.S. Highway 14, including intersections with State-Aid Highways 3 and 5.

• Appropriates $2,400,000 from the trunk highway bond proceeds account to the Commissioner of Transportation for the state's share of trunk highway bond-eligible portions of the same U.S. Highway 14 interchange project.

• Authorizes the Commissioner of Management and Budget to issue up to $5,600,000 in general obligation state bonds for the city and county share of the project, in accordance with Minnesota Statutes and the state constitution.

• Authorizes the Commissioner of Management and Budget to issue up to $2,400,000 in trunk highway bonds for the state's share of the project, in accordance with Minnesota Statutes and the state constitution.

• Remaining funds after completion of environmental analysis, predesign, and design work may be applied toward acquiring right-of-way and constructing the interchanges and associated infrastructure.
