$5,600,000 appropriated from the state transportation fund bond proceeds account to the commissioner of transportation for grants to the city of Byron and/or Olmsted County for intersection improvements along U.S. Highway 14.

Funds support environmental analysis, predesign, and final design to replace at-grade intersections and traffic signals with grade-separated interchanges, including intersections with Olmsted County State-Aid Highways 3 and 5.

Remaining funds after design completion may be used for right-of-way acquisition, construction, and equipment of the interchanges and associated infrastructure and road work.

Commissioner of management and budget authorized to sell and issue state general obligation bonds up to $5,600,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.
