Authorizes the city of Stillwater to issue a social district license to on-sale liquor licensees whose premises are contiguous with the designated social district, allowing consumption (but not sales or service) of their beverages within the district.

Requires Stillwater to designate the social district by ordinance, specifying boundaries, hours, and days of operation, with signage posted at conspicuous locations that includes local law enforcement information and disposal requirements.

Mandates containers for social district beverages meet specific requirements: identify the on-sale licensee, display a unique social district logo, contain no glass, display "Drink Responsibly - Be 21." in at least 12-point font, and hold no more than 16 fluid ounces.

Requires establishment and posting of management and maintenance plans on the city website to protect public health and safety, and prohibits entry of beverages not sold by the on-sale licensee.

Restricts consumption to beverages purchased from licensed premises in or contiguous to the social district, during designated hours only, with mandatory disposal before exiting the district unless reentering the purchase location.
