Appropriates $14,000,000 from bond proceeds to the commissioner of natural resources for Phase 1 of a bike trail project connecting Harmony to Caledonia.

Bike trail will follow marked Trunk Highway 44 and U.S. Highway 52, routing through the cities of Canton, Mabel, and Spring Grove.

Phase 1 funds cover acquisition of property and easements, predesign, and design; any unspent appropriation can be used for engineering and construction after notice to the commissioner of management and budget.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $14,000,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
