Establishes the African American Affordable Homeownership Development Program to award grants to cities, Tribal governments, nonprofits, cooperatives, and community land trusts for affordable homeownership projects targeting African Americans while utilizing African American workforce members.

Grant funds may be used for land acquisition, environmental cleanup, design costs, rehabilitation costs, construction training, job placement activities, and single-family housing development.

Grant funds must support creating or expanding African American-run business development, job training, job placement programs, and expanding African American housing organizations' capacity to participate in program objectives.

Projects funded through the grant program must serve African American households earning 80 percent or less of the state median income for African Americans.

Commissioner of housing finance shall develop application forms and procedures in consultation with interested stakeholders and the Council for Minnesotans of African Heritage, with semiannual application deadlines for grants from available appropriations.
