Public utilities owning coal-fired electric generation facilities scheduled for retirement in 2026 and 2030 within the Mississippi River - St. Cloud Watershed must submit a decommissioning and repurposing plan by February 1, 2026.

The plan must be submitted as part of the next resource plan filing under Minnesota Statutes, section 216B.2422, subdivision 2, or as a separate filing if no resource plan is filed by that date.

Utilities must provide a copy of the plan and timeline to the governing body of the municipality where the facility is located on the same date it is submitted to the Public Utilities Commission.

The plan must include the utility's strategy to repurpose each unit, to the extent known at the time of submission.
