Excludes gratuities and government-imposed taxes from the definition of surcharges, and requires customers to have the option to modify any obligatory gratuity amount

Requires restaurants to provide clear and conspicuous disclosure of surcharges prior to customers placing an order, printed in bold type on menus or other materials, including the percentage applied

Applies penalties and remedies under Minnesota Statutes section 8.31 for violations of the surcharge restrictions
