Appropriates $5,000,000 from the bond proceeds fund to the commissioner of public safety for a grant to the city of Otsego to construct a new fire and emergency services facility.

Facility will serve as a central hub and training facility for career, volunteer, and aspiring fire, emergency services, law enforcement, and emergency management services professionals.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,000,000 to provide the appropriated funds.

Bond issuance and sale procedures governed by Minnesota Statutes, sections 16A.631 to 16A.675, and Minnesota Constitution, article XI, sections 4 to 7.

Effective the day following final enactment.
