Requires Minnesota postsecondary institutions (public and private) to cancel recognition and cease monetary or nonmonetary support for student organizations that endorse or promote terrorism or terrorist organization actions as defined under federal law (18 U.S.C. § 2331 and 8 U.S.C. § 1189).

Mandates institutions provide names of known members of canceled student organizations to the Commissioner of Higher Education for investigation.

Requires institutions to adopt policies allowing anonymous reporting of violations and establishing investigation and enforcement procedures, with notification to student organizations about the policy.

Makes students determined by the commissioner to have endorsed or promoted terrorism ineligible for any state grants or scholarships under Minnesota Statutes Chapter 136A.

Establishes investigation process where the commissioner must inform students of allegations, investigation processes, potential consequences, investigation outcomes, and provides students 30-day appeal rights through contested case procedures.
