Appropriates $39,065,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Stillwater for water treatment infrastructure.

Grant funds are to predesign, design, construct, and equip up to three water treatment plants, associated water mains, and related appurtenances.

Water treatment facilities are intended to remove per- and polyfluoroalkyl substances (PFAS) from city drinking water wells.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $39,065,000 to provide the appropriated funds.

Effective date is the day following final enactment.
