Establishes the Rondo Restorative Development Authority as a public body and political subdivision to construct, develop, and operate a land bridge over Interstate 94 in St. Paul's Rondo neighborhood between Lexington Avenue and Rice Street.

Authority governed by a 17-member board of commissioners appointed to four-year terms beginning January 1, 2025, with representatives from ReConnect Rondo (5), Rondo Roundtable (4), St. Paul mayor (2), and one each from Saint Paul Public Schools, governor, Metropolitan Council, Ramsey County, state senate, and state house.

Authorizes the authority to acquire property through lease, purchase, gift, or condemnation; construct and operate the land bridge; establish nonprofit entities and charitable foundations; and spend appropriated funds for development purposes.

Air space rights leased from the state or political subdivisions must be for a minimum of 99 years with renewal options, unless a shorter period is agreed to.

Addresses historic racial inequities caused by the 1950s Interstate 94 routing that destroyed the Rondo neighborhood, resulting in loss of approximately 700 homes and 300 businesses with inadequate compensation and significant loss of generational wealth.
