Eliminates burial fees for spouses and dependent children of eligible veterans at state veterans cemeteries.

Removes the commissioner's authority to establish a fee schedule for interment of eligible spouses and dependent children.

Authorizes the Department of Veterans Affairs to use "Support Our Troops" account funds to cover uncompensated burial costs for eligible dependents granted no-fee burials.

Retains the commissioner's ability to waive or reduce burial fees for indigent eligible persons upon application.

Clarifies that no plot or interment fees may be charged for service members who die on active duty or eligible persons as defined in subdivision 8.
