Establishes minimum base teacher compensation of $80,000 for full-time equivalent teachers with a master's degree and 10+ years of Minnesota teaching experience, and $60,000 for other full-time equivalent teachers, effective July 1, 2025.

Sets minimum hourly wage of $25 per hour for covered unlicensed school staff members (those working at least 14 hours per week for 100+ days annually and regularly interacting with students), effective July 1, 2025.

Creates base teacher compensation aid for fiscal year 2026 and later to help school districts, charter schools, and intermediate school districts cover the difference between the compensation threshold and teachers' current base compensation as of September 1, 2024.

Creates aid for unlicensed staff wages for fiscal year 2026 and later to help eligible school entities cover the difference between the wage threshold and staff members' current hourly wages as of September 1, 2024.

Requires the Commissioner of Education to adjust compensation and wage thresholds for inflation every four years beginning January 15, 2029, using Consumer Price Index data, with adjusted thresholds becoming effective July 1 following publication.
