Adds new prohibited conduct making it illegal to solicit, collect, accept, or deliver absentee ballots as a voter's agent in excess of limits set by section 203B.08, subdivision 1, including deliveries to absentee ballot drop boxes.

Creates new subdivision 1a establishing prohibited compensation methods for individuals involved in soliciting, collecting, accepting, or delivering absentee ballots or applications, including payment calculated by multiplying a rate by the number of ballots collected.

Prohibits deprivation or automatic reduction of compensation for failure to solicit, collect, accept, or deliver a minimum number of absentee ballots or applications.

Prohibits additional compensation for collecting or delivering a certain number of absentee ballots or applications, with violations classified as petty misdemeanors.

Effective the day following final enactment.
