Establishes a free transit service pilot program operated by the Metropolitan Council from January 1, 2025, through December 31, 2026.

Provides free regular route transit to qualifying students in grades 9-12 and postsecondary students, as well as teachers and staff at schools and colleges, upon presentation of valid photographic identification.

Provides free regular route transit to attendees of athletic events held by professional sports teams or postsecondary institutions that have entered agreements with the Council specifying cost allocation among the team, Council, and state.

Requires the Metropolitan Council to submit a report on the pilot program to legislative committees with jurisdiction over transportation policy and finance by March 1, 2026.

Appropriates an unspecified amount from the general fund to the Metropolitan Council in fiscal year 2025 as a onetime appropriation available until June 30, 2027.
