Emergency Medical Services Regulatory Board must purchase, implement, and maintain a secure multijurisdiction communications and patient logistics platform for ambulance services, regional EMS systems, health care providers, and medical resource communication centers.

Platform must provide patient tracking, telehealth services, destination selection information for ambulances, and support time-sensitive systems of care with scalable functionalities for routine operations, pandemic response, mass casualty incidents, special events, and natural disasters.

Board may distribute annual grants to regional emergency medical services systems to support statewide platform implementation.

Board must complete platform purchase and implementation strategy by January 1, 2024, and evaluate platforms based on ability to manage patient surges, facility overcrowding, load-leveling, and mental health/substance use assessments.

$950,000 appropriated for fiscal years 2024 and 2025, allocated as $750,000 for platform purchase and implementation, $180,000 for grants, and $20,000 for administrative costs, with annual reports required by February 1 starting in 2025.
