Amends Minnesota Statutes section 122A.50 to require school districts to provide teachers with additional time to complete special education due process forms and procedures beginning with the 2023-2024 school year, separate from existing preparation time requirements.

Establishes revenue funding formulas: $116 per adjusted pupil unit for fiscal year 2024 and $65 per adjusted pupil unit for fiscal year 2025 and later; reduced amounts of $33 and $13 respectively for districts that are members of intermediate school districts or cooperative units enrolling students.

Requires districts to meet and negotiate agreements with teachers' exclusive representatives on plans to use the revenue, with permitted uses including 175 hours of paid time per special education teacher, substitute teacher costs, flexible learning days, or dedicated due process support staff.

Provides that if district and teachers cannot reach agreement on a revenue use plan, the revenue must default to providing 175 hours of paid time for teachers providing direct special education services, paid proportionally to their annual salary.

Appropriates funds from the general fund to the Department of Education for fiscal years 2024 and 2025 to support the special education due process aid program (specific dollar amounts to be determined).
