• Establishes "food retailer" definition as a for-profit, not-for-profit, or cooperative self-service establishment selling groceries, produce, dairy, and household items, including supermarkets, corner stores, and convenience stores.

• Authorizes cities to issue off-sale intoxicating liquor licenses to food retailers to sell malt liquor and wine, in addition to existing exclusive liquor stores and drugstores.

• Exempts food retailer off-sale licenses from the standard limitation restricting one off-sale license per person or place, allowing multiple licenses to the same entity.

• Exempts food retailer off-sale licenses from municipal population-based caps on off-sale licenses (one license per 5,000 residents in first-class cities).

• Prohibits local authorities from enacting ordinances that prevent persons under age 21 from entering food retailers licensed for off-sale alcohol, effective the day following final enactment.
