Establishes "care evaluation" as a covered medical assistance home care service, defined as a face-to-face evaluation to develop, update, or review a recipient's plan of care for home care services.

Allows recipients to receive up to nine face-to-face visits per calendar year without authorization, which may include only skilled nurse visits or care evaluations.

Sets reimbursement rates for care evaluations equal to a specified percentage of the skilled nursing visit rate (percentage amount left blank in bill text).

Requires care evaluations to occur during start-of-care, resumption-of-care, or recertification visits and must be provided by a registered nurse unless only therapy services are involved.

Directs Commissioner of Human Services to identify billable medical assistance services for care coordination activities and report findings by February 1, 2024, and establishes homemaker rate updates based on Bureau of Labor Statistics data effective January 1, 2024.
