Appropriates $750,000 in fiscal year 2024 and $750,000 in fiscal year 2025 from the general fund to the Commissioner of Human Services for a grant to Minnesota State University, Mankato's Center for Rural Behavioral Health.

Grant funds establish a community behavioral health center and training clinic providing comprehensive, culturally specific, trauma-informed mental health and substance use disorder treatment services in Blue Earth County and surrounding region.

Center must provide services to individuals of all ages regardless of ability to pay or place of residence.

Center must provide training and workforce development opportunities to students in the university's social work, counseling, alcohol and drug studies, psychology, and nursing programs.

Appropriations are onetime only and unspent fiscal year 2024 funds carry forward to fiscal year 2025; commissioner must provide funding information to legislative committee chairs and ranking minority members upon request.
