Amends Minnesota Statutes section 13.43, subdivision 6 to allow personnel data dissemination to the Public Employment Relations Board, labor organizations, and Bureau of Mediation Services for conducting elections, assessing fair share fees, and implementing labor relations provisions.

Classifies unfair labor practice charge data and commissioner determination appeals as protected nonpublic or confidential data before admission into evidence at hearings, becoming public once admitted unless subject to a protective order.

Designates as public at all times the filing dates, charge status, names and job classifications of parties, provisions of law allegedly violated, issued complaints, and hearing records unless subject to protective orders.

Exempts Public Employment Relations Board meetings from open meeting law requirements when the board deliberates on unfair labor practice charges, reviews hearing officer decisions, or reviews commissioner decisions under specified labor statutes.

Appropriates $750,000 in fiscal year 2024 and $750,000 in fiscal year 2025 from the general fund to the Public Employment Relations Board.
