Establishes the Community Solutions for Healthy Child Development Grant Program administered by the Commissioner of Health to improve child development outcomes for children of color and American Indian children from prenatal to grade 3.

Creates a 12-member Community Solutions Advisory Council with representatives from African Heritage, Latino, Asian-Pacific Islander, and American Indian communities, plus parents and subject matter experts, with at least three members from outside the seven-county metropolitan area.

Provides strategic priority in grant awards to organizations led by and serving people of color and American Indians, those focusing on prenatal to age three development, multigenerational solutions, and communities in moderate to high-risk counties.

Requires first round of grants to be awarded by April 15, 2024, with annual awards thereafter for three-year grant periods, and ensures geographic distribution prioritizing counties with higher proportions of communities of color and American Indians than state average.

Appropriates $25,000,000 in fiscal year 2024 and $25,000,000 in fiscal year 2025 from the general fund for the grant program.
