Establishes the right to carry firearms without a permit for persons not prohibited by state or federal law, including in motor vehicles, snowmobiles, boats, or on the person in public places.

Creates an optional permit to carry system allowing persons to voluntarily apply for a permit through their county sheriff if they are at least 21 years old, a U.S. citizen or permanent resident, have completed pistol safety training, and are not prohibited from possessing firearms.

Sets optional permit application requirements including a standardized form, proof of training, photo identification, and a processing fee not to exceed $100 for new applications or $75 for renewals; permits valid for five years and renewable under the same criteria.

Repeals previous permit requirement provisions and restrictions on carrying rifles and shotguns in public places, replacing them with permitless carry as the default legal framework.

Maintains database of optional permit holders available to law enforcement and requires annual reporting to the legislature on permit statistics, denials, revocations, and conviction data for permit holders.
