Adds personal finance as a required academic subject for statewide accountability in Minnesota public schools, with standards to be adopted from Jump$tart Coalition and Council for Economic Education.

Requires students beginning 9th grade in the 2024-2025 school year and later to complete one half-credit in personal finance for graduation, which may replace an elective or algebra II math half-credit.

Establishes a personal finance seal for teachers holding a Minnesota teaching license, valid for five years and renewable with one hour per year of professional development.

Teachers may earn the personal finance seal by completing one of four pathways: completing a personal finance course in teacher preparation and teaching within five years, completing a 40-50 hour certification course, obtaining certification from the American Association of Family and Consumer Sciences, or passing a Working in Support of Education test.

Permits teachers with licenses in agricultural education, business, family and consumer science, social studies, or math to teach personal finance courses satisfying the graduation requirement, or allows teachers with out-of-field permission if they obtain the personal finance seal.
