Modifies the definition of "shortage area" to include economic development regions where there is a shortage of licensed teachers who reflect the racial or ethnic diversity of students in the region, effective July 1, 2023.

Requires the Professional Educator Licensing and Standards Board to report to education committees by February 1 of each odd-numbered year on teacher early retirement patterns, access to diverse teachers, teacher shortages, and substitute teacher shortages by licensure field and economic development region.

Requires reports to include aggregate data on teachers' self-reported race and ethnicity, district hiring progress for the preceding two years by license tier level, and unfilled teacher assignments.

Requires a five-year projection of teacher demand for each district accounting for expected student enrollment under section 120B.35, subdivision 3, paragraph (b), clause (2).

Requires the Professional Educator Licensing and Standards Board to report by February 1, 2024, on teacher openings and hiring by school district in six specified fields: English as a second language, early childhood, special education, career and technical education, science/technology/engineering/arts/math, and world languages.
