Establishes patient and resident right to have at least one support person of their choice physically present during care services, known as the "No Patient Left Alone Act."

Requires providers (licensed health care facilities, nursing homes, assisted living facilities, residential care homes) to establish written policies on support person visitation rights, including any clinically necessary restrictions.

Prohibits support persons of minors from being subject to visitation hours and requires providers to accommodate evening and weekend visits; clergy members offering religious or spiritual support must be allowed in addition to other support person limits.

Imposes $500 per day civil penalty for knowing or willful violations; protects providers from liability for giving support person access unless expressly required by federal law or regulation.

Allows restrictions on support person access in operating rooms, isolation areas, behavioral health settings, emergency critical care situations, and when support persons exhibit symptoms of transmissible infection, pose danger, or engage in disruptive behavior.
