Minnesota Legislature petitions Congress under Article V of the U.S. Constitution to call a convention of the states limited to proposing constitutional amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and Congress members.

Resolution cites federal government's crushing national debt, invasion of legitimate state roles through unfunded federal mandates, and improper constitutional interpretation as justification for states to propose amendments.

Application constitutes a continuing application under Article V until legislatures of at least two-thirds of the states have made applications on the same subject and supersedes all previous Minnesota applications on this subject.

Minnesota Secretary of State directed to transmit copies of the memorial to the President, Congress leaders, presiding officers of other state legislatures, and Minnesota's federal representatives and senators.
