Appropriates $167,071,000 from the outdoor heritage fund for fiscal year 2024 and $655,000 for fiscal year 2025 for habitat conservation and restoration projects across Minnesota.

Funds major initiatives including prairie recovery ($31,058,000), forest habitat conservation ($6,393,000), wetland restoration ($32,569,000), and various habitat protection programs ($95,220,000), plus $1,831,000 for administration.

Extends revenue reporting deadline from 60 to 90 days after appropriation availability ends for recipients of outdoor heritage fund grants who must disclose revenues generated from land acquired, restored, or enhanced with fund money.

Specifies that recipients must use disclosed revenues for habitat protection and restoration per approved plans, use for other council-approved purposes, or transfer to the outdoor heritage fund; exempts state agencies from transfer requirement.

Requires recipients to submit accomplishment plans, lists of proposed acquisitions and restorations, geographic information for mapping, and progress reports to the Lessard-Sams Outdoor Heritage Council for oversight and accountability.
