Requires school districts to provide age-appropriate school bus safety training to students in kindergarten through grade 10, covering concepts such as danger zones, boarding/leaving procedures, safe street crossing, and bus evacuation.

Establishes new active transportation safety training requirements for students in kindergarten through grade 8, including pedestrian safety with specific crossing techniques for grades 4-8 and bicycle safety instruction for grades 4-8.

Requires training to be completed by specific deadlines: kindergarten through grade 6 students by end of third week of school; grades 7-10 by end of sixth week; students enrolling after second week within four weeks of attendance.

Allows districts to provide active transportation safety training through distance learning and permits training before the first day of school for kindergarteners; requires reasonable accommodations for English language learners and students with disabilities.

Authorizes statutory and home rule charter cities to establish school-related speed limits between 15-30 miles per hour in school zones and 20 miles per hour minimum on streets within two miles of school zones or designated safe routes to school corridors, with an additional surcharge of at least $25 for violations.
