Establishes a vaccine recipient bill of rights in Minnesota Statutes chapter 145 to protect constitutional liberties, promote vaccine information disclosure, ensure informed consent, and promote sound science.

Grants individuals the right to determine their own medical interest regarding vaccines without threat to livelihood, school attendance, or freedom of movement.

Requires health care providers to disclose the specific vaccine being administered and provide recipients with independent vaccine information from sources other than manufacturers or governmental entities before consent.

Prohibits individuals over age 65 who are dependent on others for daily living activities from being required to obtain vaccines without first consulting a knowledgeable, independent advocate with medical training.

Prohibits employers from asking health care providers to promote COVID-19 vaccines, prohibits private businesses from requiring or coercing vaccine acquisition, and requires health care providers to educate patients about the vaccine adverse events reporting system run by the CDC and FDA.
