Commissioner of Human Services shall develop a customer service survey by October 1, 2023, to be offered to medical assistance and long-term services and supports applicants between November 1, 2023, and May 31, 2024, collecting information on satisfaction with wait times and form complexity.

Commissioner must submit a report by November 1, 2024, to legislative committees with jurisdiction over human services, including recommendations for legislative changes based on survey results and consultation with lead agencies.

Report must address ten specific areas including reducing application times, streamlining staff training, creating expedited processes for applicants from neighboring states, and developing applications that automatically populate duplicate information.

Commissioner shall evaluate the cost, time, and resources needed to develop a computerized interactive eligibility form that adapts to applicant answers to reduce duplicative information across related public assistance services.

Report must identify necessary federal waivers required to implement any legislative recommendations.
