Expands access to shared services under home and community-based services waivers, allowing two to three individuals to receive services simultaneously from one direct care worker under a coordinated shared services agreement.

Eligible shared services include chore services, extended home care, homemaker services, individualized home supports, integrated community supports, night supervision, and other appropriate supports as outlined in service plans.

Requires individuals to jointly develop a shared services agreement specifying service details, training needs, contingency plans for absences, and authorization by the lead agency; individuals may withdraw at any time.

Establishes payment rate structures for shared services: for two persons sharing, providers receive no more than 1.5 times the single-individual rate; for three persons, no more than 2 times the single-individual rate.

Commissioner must submit federal waiver amendments by September 30, 2023, develop guidance with stakeholder input including payment recommendations and agreement templates, and explore indirect billing authorization and out-of-state service coverage by December 1, 2023; effective January 1, 2024, upon federal approval.
