Prohibits unlicensed complementary and alternative health care practitioners from using hypnosis, hypnotherapy, or any other treatment method involving induced altered consciousness for therapeutic purposes.

Requires applicants for naturopathic doctor registration, registration by endorsement, or reregistration following lapse of registration status to submit to criminal background checks (state and national) if more than one year has elapsed since the applicant's registration expiration date.

Establishes a criminal background check fee of $33.25 for health-related licensing board applicants, with revenue deposited into the state government special revenue fund.

Adds naturopathic doctor applicants to the list of individuals requiring criminal history records checks completed by the Bureau of Criminal Apprehension and Federal Bureau of Investigation.
