Establishes an annual $22,000,000 appropriation from the general fund to provide ongoing financial support to soil and water conservation districts certified under Minnesota chapter 103C.

Distributes aid using three-part formula: 70% equally among all districts, 20% proportionally based on nonpublic land area, and 10% proportionally based on district population using latest U.S. Census data.

Requires the Board of Water and Soil Resources to certify eligible districts and payment amounts to the commissioner of revenue by June 1 each year, with payments distributed in the same manner as other state aid under section 477A.015.

Directs districts to use funds to implement chapter 103C duties and other statutory services, with each district establishing annual guidelines by resolution that must be posted on their website.

Permits districts to use proceeds directly or appropriate portions to governmental units with cooperative agreements, and allows the commissioner of revenue to make corrections for clerical errors without reducing other districts' distributions.
