School districts and charter schools must annually report to the commissioner of education on reading curricula, reading interventions by grade, the number and percentage of students reading at grade level at the beginning and end of the previous school year, and assessments used to measure reading proficiency.

The commissioner of education must establish a database measuring literacy rates across Minnesota school districts and charter schools, accessible on the Department of Education website by September 1, 2024.

The Professional Educator Licensing and Standards Board must report by school site the number and percentage of teachers who have received effective literacy training based on the science of reading, with the report accessible on the board website by September 1, 2024.

The bill becomes effective the day following final enactment.
