Amends Minnesota Statutes section 16B.325, subdivision 2, to require state building energy guidelines to establish resiliency guidelines that enable buildings to adapt to and accommodate projected climate-related changes including acute events and chronic trends in temperature and precipitation levels

Guidelines must focus on achieving the lowest possible lifetime cost considering both construction and operating costs for new buildings and major renovations

Requires guidelines to define "major renovations" as projects encompassing at least 10,000 square feet or involving replacement of mechanical, ventilation, or cooling systems

Guidelines must establish sustainability standards for air quality and lighting, specify ways to reduce material costs, and consider long-term operating costs including renewable energy sources and clean energy generation
