Establishes a computer science education advancement program with a dedicated supervisor and working group to develop a statewide strategic plan for K-12 computer science education by February 28, 2024.

Creates a computer science education working group with 16 member categories including legislators, educators, business representatives, and nonprofit organizations to guide long-term expansion of computer science in all Minnesota schools within five years.

Authorizes grants and subcontracts for high-quality teacher training programs in computer science, targeting new teachers, underrepresented student groups, and rural/urban areas with low computer science offerings.

Requires teacher preparation programs to include computer science instruction by July 1, 2027, and mandates high schools to report computer science course offerings and enrollment data disaggregated by demographic categories.

Appropriates $4,000,000 for fiscal years 2024-2025 for STEAM grants and $4,000,000 annually for computer science education advancement, with a baseline of $4,000,000 for fiscal year 2026 and beyond.
