• Commissioner of health shall issue a grant to support a stillbirth prevention pilot program operating in fiscal years 2024, 2025, and 2026 that tracks fetal movement effectiveness in preventing stillbirths.

• Grant recipient must distribute evidence-based educational materials about fetal movement tracking to expectant parents, maternal health providers, hospitals, birth centers, and community organizations.

• Grant recipient must conduct provider awareness activities including at least 3-5 webinars and conferences per year and public awareness campaigns through social media and traditional marketing.

• Grant recipient shall submit quarterly data to the commissioner on educational materials distributed by zip code, application downloads, marketing reach, and provider participation, plus annual reports measuring impact on fetal death rates overall and by demographic groups and high-stillbirth zip codes.

• $125,000 appropriated from the general fund in fiscal year 2024 to the commissioner of health for a grant to Healthy Birth Day, Inc., with funds available until June 30, 2027.
